They both tested positive for the banned stimulant oxilofrine at last year’s Jamaican national championship.
The one-time fastest man on earth and 29-year-old Simpson were given 18-month suspension by the Jamaican Anti-Doping disciplinary panel in April, which were backdated to end in December 2014.
Powell, 31, a former 100m world record holder, plans to run at a meeting in Lucerne on Tuesday.
He tweeted: Finally this weight has been lifted off my shoulders. Justice has been served. Bow let’s run.”
Powell and 2008 Olympic 100m silver medalist Simpson had argued their offence was minor as the dope test fail came from taking a contaminated version of Epiphany D1, a legal supplement.
Powell testified that physical trainer Chris Xuereb provided him with nine supplement, including Epiphany D1 in January.
His Canadian trainer Xuereb denied the claims.
Both athletes are set to miss this month’s Commonwealth Games as the Jamaican team was selected during the period of their ban
